Flexible Spending Plans

FSA Open Enrollment: October 1-31, 2026

A Flexible Spending Plan allows you to set aside pre-tax earnings from your paycheck to cover dependent care, out-of-pocket medical costs, or your commute.

The state offers three Flexible Spending Accounts, all administered by TASC, listed below:

Healthcare FSA (MEDFLEX)

Healthcare FSA lets you set aside pre-tax pay for medically necessary out-of-pocket costs for you, your spouse, and your dependents.

Dependent Care Assistance (DCAP)

Dependent Care FSA contributions can be used to cover the cost of caring for qualified dependents, including children under the age of 13, a disabled spouse, or other disabled dependents who spend at least eight hours a day in your home.

Parking & Transit FSA

Parking and transit are two separate accounts — Transit covers your regular commute by bus, train, or vanpool; Parking covers parking at or near work. Enroll in one or both, and change your amount any month. If your parking is already deducted through another employer arrangement, you can’t also enroll in the Parking Account for that same spot.

Open enrollment and new hires

Note: You can change your QTA election amount at any time — you don’t have to wait until Open Enrollment.

  1. Decide your contribution amount. Estimate your eligible expenses for the year (or month, for QTA) carefully — DCAP funds don’t carry over, so it’s better to slightly underestimate than overestimate.
  2. Submit your elections:
  3. Manage your TASC account to submit claims and check your balance. New enrollees will receive a debit card from TASC.
Making changes for a life event

If you experience a qualifying life event, you are eligible to make a change to your FSA elections consistent with your qualifying event outside of Open Enrollment.

  1. Confirm your event qualifies: marriage, divorce, birth or adoption of a child, a dependent gaining or losing other coverage, or a change in your (or your spouse’s) employment status.
  2. Submit your change within 31 days by submitting the 2026 Change of Election Form to osc.supplemental-benefits@ct.gov, noting the date and nature of your qualifying event.
  3. Your new election takes effect. Changes must be consistent with your qualifying event. Confirm your updated contribution amount with TASC once it’s processed.

Note: You can change your Parking & Transit Account amounts at any time– you don’t have to wait until Open Enrollment.
